Strategic planning has a key role in causing organizations to gain success in competition with others. If this kind of planning that is often used by great organizations is worked out correctly, it leads managers to choose some strategies which bring success and superiority for small enterprises, in case they are carried out properly and in good time.
This paper intends to identify existing differences between strategic planning in big organizations and strategic planning in small enterprises. Moreover, by comparing existing models of strategic planning for small and big organizations, it intends to propose a proper model of this kind of planning for small enterprises.
From the viewpoint of purpose, this research is applicable and from
the aspect of method of gathering data is descriptive. Since it studies small part-making enterprises, it can be considered as a sample or case study. The statistic population of the research covers managers of small
part-making enterprises in Tehran Province and since they have some common characteristics, a sample is chosen at random. For gathering necessary data, primary data is also gathered in addition to secondary data gathered by means of questionnaire and consecutive interview. Gathered data has been analyzed by means of Z test (normal population and more than 30 samples).
The result of analysis of data shows that from the viewpoint of statistic sample there is difference between strategic planning in big enterprises and this kind of planning in small enterprises in various cases. And the proposed model in this research is from various aspects proper for small enterprises.

During two recent decades, direct foreign investment in Iran has been in the form of common firm. For it has some benefits such as optimization of overall economy indexes, decreasing risk and expenses and achieving knowledge and technology for both host government, mother firm and firm that receives investment.
Some thinkers, such as Bluenejin (1996), believe that if government doubles its support of common firms, the direct foreign investment will be sextuplicated. Iranian managers of the mentioned firms have believed that the mentioned support is totally necessary and effective for their success.
The result of this research shows that government can pave the
ground for permanence of domestic capitals and increase of quality and quantity of foreign investment by increasing cultural, social, educational propriety and providing kinds of supports that are
mentioned in the theories of this research.
