ارائة الگوی معماری کلان آموزش عالی با تأکید بر سرمایة انسانی شایسته

چکیده
هدف از پژوهش حاضر ارائة معماری کلان الگوی آموزش عالی با تأکید بر سرمایة انسانی شایسته است. روش پژوهش مبتنی بر مطالعات کتابخانه‌ای و با بهره‌گیری از روش فراترکیب است. در گام نخست، بر اساس گردآوری مطالعات پیشین از پژوهش‌های سال‌های 2015 تا 2025 و پایگاه‌های دادة خارجی، عوامل مؤثر در قالب مضامینی استخراج شده، سپس مبتنی بر فرایند فراترکیب در چارچوب مدل سه شاخگی در سه محور ساختار، زمینه و رفتار این عوامل دسته‌بندی شده است. بر اساس یافته‌های پژوهش، مهمترین عوامل مؤثر در بعد ساختاری شامل خط‌مشی آموزش عالی مبتنی بر سرمایة انسانی شایسته، بلوغ فناورانه بر اساس سرمایة انسانی شایسته، ارتقای سیستم منابع انسانی مبتنی بر سرمایة انسانی شایسته و مهم‌ترین عوامل در بعد رفتاری شامل تحرک دانشی مبتنی بر سرمایة انسانی شایسته، مشارکت مبتنی بر سرمایة انسانی شایسته، شایسته‌سازی مبتنی بر سرمایة انسانی شایسته و در نهایت مهم‌ترین عوامل در بعد زمینه‌ای شامل توسعة ملی آموزش مبتنی بر سرمایة انسانی شایسته و مرززدایی آموزشی مبتنی بر سرمایة انسانی شایسته به عنوان مؤلفه‌های آموزش عالی با تأکید بر سرمایة انسانی شایسته شناسایی شده است. دستاورد پژوهش حاضر اشاره به آن داشت که در طراحی نظام آموزش عالی باید هم‌زمان با رویکرد معماری کلان به مؤلفه‌های ساختاری و مؤلفه‌های زمینه‌ای و مؤلفه‌های رفتاری در پیوند با نیروی انسانی توجه ویژه‌ای شود. ازین‌رو متناسب با شناسایی این مؤلفه‌ها الگویی برای نظام آموزش عالی کشور مبتنی بر نیروی انسانی شایسته ارائه شد.
