Dwarfism In Organization: Identification of Antecedents Using Meta-Synthesis and Fuzzy Delphi Approaches

Abstract

Background & Purpose: in today's environment, the management of organizations by inefficient leaders leads to the dissolution and collapse of organizations. This process results in the wastage of organizational resources, the erosion of management and decision-making systems, and the inevitable spread of incompetency due to organizational hierarchies. The purpose of this research is to identify and rank the antecedents of dwarfism in public organizations.

Methodology: This applied research employs a mixed-methods approach. In the qualitative phase, a meta-synthesis method was used alongside a documentary study. In the qualitative phase, a meta-synthesis method was utilized. Relevant studies on the antecedents of dwarfism from credible sources, spanning the years 1946 to 2024, were collected and reviewed. From these, 74 sources were selected to extract the antecedent factors of dwarfism in public organizations. The statistical population for the quantitative phase included managers and heads of departments at public universities in Qom Province, with 13 experts selected through purposive sampling.

Findings: The study identified five main categories of antecedents for dwarfism in organizations: improper human resource management practices (4 themes), structural factors (2 themes), social damages (3 themes), behavioral factors (6 themes), and cultural deficiencies (2 themes).

Conclusion: The findings of this research provide a framework for managers to recognize the signs and symptoms of dwarfism within organizations. Awareness of these antecedents empowers managers to mitigate the detrimental effects of promoting incompetent individuals and to implement preventive measures against the normalization of incompetence in organizations.
