Fuzzy Cognitive Mapping of Silent power competition in Parliamentary Committees

Abstract
The present study was conducted with the aim of identifying and analyzing the causes and consequences of “Silent power competition ” within parliamentary commissions, and modeling the relationships between these factors using Fuzzy Cognitive Mapping .In terms of objective, this study is applied, and regarding data collection, it is categorized as exploratory research. Furthermore, it employs a mixed-methods approach (qualitative-quantitative) based on a deductive-inductive philosophy.The statistical population consisted of experts, including university professors and members of the Islamic Consultative Assembly (Parliament). Using purposive sampling based on the principle of theoretical saturation, 15 experts were selected. The data collection tool in the qualitative section was a semi-structured interview, the validity and reliability of which were confirmed through content validity, theoretical validity, and intra-coder and inter-coder reliability methods. In the quantitative section, a questionnaire was used, the validity and reliability of which were confirmed through content validity and test-retest reliability. Qualitative data were analyzed using content analysis, while quantitative data were analyzed using the Fuzzy Cognitive Mapping method.The results of the study indicated that “ambiguity and weakness in the structure of power distribution,” “lack of effective conflict resolution and mediation mechanisms,” and “heterogeneity in the level of experience, skills, and political capital of members” were identified as the most significant causes of Silent power competition within parliamentary commissions. Furthermore, “weakening the quality of decision-making and expert outputs,” “creating gaps and tensions between the legislative and executive branches,” “increasing social and economic costs” were identified as the most critical consequences of this phenomenon.
