in this research, inadition to describe the place of non - governmental organizations and its characteristics, tried to considerate the challanges which this kind of organizations are confronting. Non -governmental organizations have to empower themselves to collate challanges and to increase their capacity. Because profit and non - profit organizations in all over the world pays attention to entrepreneurship, as a main strategy, non - governmental organizations have to establish the characteristics of entrepreneurial organizations to meet citizen’s necessities . Regarding these considerations the non - governmental organizations pay attntion to characterstics and finally, internal and environmental -entrepreneurial obstocles in non - governmental organizations were analyzed.
