Abstract

The topic of privatization and downsizing of government has been one of the most important issues in developing countries' structural reform plans, in the last two decades.
Experiences and scientific evident show that public companies had not a good financial and managerial performance, so that their goods or services, with regard to its great cost, hasn’t had the required quality, and some kinds of inefficiency exists in their performance.
Although privatization is utilized as one of the most important methods of building a more efficient government, but there still remains some questions about governments public responsibilities and accountability after that the sectors are privatized.
In our country, also, this process has increased rapidly (specially contracting out). This paper had attempted to review scientific text regarding this issue and according to the field research wants to answer this question that whether or not there has been a progress in public responsibility status after outsourcing in the organizations?
To answer this question, descriptive research method and comparison of the two population means, thru questionnaires and interviews is used the results of the research proves the hypothesis which means that after the outsourcing is done. The public responsibilities status will improved.
